RENTERS RIGHTS ACT 2025 – THE FINAL COMMENCEMENT REGULATIONS
The final regulations have been published:

Confirmation that:
- The regulations apply to the private rented sector (social landlords can look forward to the same changes, probably later this year);
- As previously announced, for student landlords Ground 4A Notice can be served between 1 May and 31 July for existing tenancies making notice period 2 months instead of the four months in future years;
- Rent increases using Section 13 Notice prioor to 1 May will be valid
- From 1 May 2026, future rent increases cannot be before 12 months after the previous increase. Landlords cannot get round this by putting in place a new agreement, they will have to wait 12 months from the rent increase date to put a new Section 13 in place;
- Rent Repayment Orders and Civil Penalties
- Offences from before 1 May 2026 will have current penalties, not the new more strict penalties introduced under the Act
- UNLESS
- Offences that started before 1 May 2026 continue past that date. The time of the offence after 1 May 2026 will incur the penalties introduced under the Act.
