Key Dates

Based on current parliamentary schedules, here are the key dates to be aware of:

  • Committee Stage (Lords): Starts 22 April 2025
  • Royal Assent: Expected by 25 July 2025
  • Best Case Commencement: October 2025
  • Worst Case Commencement: December 2025

Understand The Process

Committee Stage

  • When the bill will be subject to detailed scrutiny by a parliamentary committee. with amendments being proposed and debated and possibly adopted into the final bill.

Make sure you continue to liaise with your MPs to ensure any amendments and their impact are brought to their attention.

Royal Assent

Grant of Royal Assent when the bill becomes law.

  • This could be granted by July 2025.
  • The provisions contained in the bill can then be officially enacted.
  • There will be a period of time when regulations relating to the bill will be formulated and agreed following which implementation may commence.
  • So anticipate the Act coming into force anytime from October 2025 on.

How Will This Affect You?

There may be other changes ahead but expect:

  • Eviction: 
    • Section 21 (no-fault evictions) to go
    • Section 8 Notices: expect changes to grounds and/or notice periods (see recent newsletter articles on grounds for possession)
  • Tenancy Security: Expect all tenancy agreements to become periodic, any fixed term tenancy will no longer be fixed-term, this currently includes student tenancies.
  • Compliance: Prepare for changes to:
    • safety regulations,
    • energy efficiency requirements
    • stricter deposit protection rules
    • discrimination rules
    • stronger enforcement powers for local authorities, together with increased rent repayment orders
    • prepare for potentially issuing new tenancy agreements to existing tenants within a specified timeframe
  • Rent Regulation: 
    • Increases to be restricted to annual increases and must be implemented using the government approved Form 13. As now the tenant can appeal a rent increase at Tribunal but there will be changes to how this works.
    • Rent accepted for a property to be no higher than the amount advertised.
    • How will you manage no rent being paid before the tenancy agreement is signed?
